Alto el foc de 4 mesos a la guerra civil del Sudan

El govern àrab musulmà d'Omar al-Bashir va decretar el 17 de juny un alto el foc aplicable a les regions rebels de Blue Nile i Kordofan. El grup sudista del Sudan People's Liberation-North(SPLM/N), format principalment per cristians de les ètnies negres, ha acceptat la proposta i fet una crida a negociacions a territori neutral, concretament Etiòpia.

SPLM/N, que el 2.012 es va separar de l'independentista SPLM, reclama ara mesures urgents:
- arribada d'ajuda humanitària
- fi dels bombardejos
- alliberament dels presos

The four month ceasefire declaration that has been announced by General Bashir is not the first of its kind, it was preceded by a declaration from Sudan Call Forces and its armed resistance member organisations. To avoid the two declarations being mere public relations exercises, we call upon the Khartoum regime to dispatch its delegation to Addis Ababa forthwith to meet with us within the framework of the AUHIP mediation process to operationalise the two declarations and arrive at mechanisms for the independent monitoring of the two tracks within a comprehensive peace process whose priority objectives are to address the humanitarian issues in the Nuba Mountains/South Kordofan, Blue Nile and Darfur, to stop aerial bombardment against civilian populations, the release of all prisoners of war and political detainees - not least, detained university students, who are now virtually prisoners of war in regime detention centres.

The Sudan Revolutionary Front has expressed its readiness to undertake such a step before and following the Paris Declaration and the SPLM-N affirms anew its readiness to engage immediately with these declarations and to negotiation a cessation of hostilities and to address the pressing humanitarian issues.
The SPLM-N and the SPLA-N are closely monitoring ongoing hostile government military intentions in the Blue Nile directed toward our areas and will deal appropriately with any attack if one is launched against us. The same applies to the Al-Azraq area in the Nuba Mountains, where there have been unsuccessful attempts by government forces and militias to reinforce their besieged forces inside the area and to evacuate the wounded. We will only grant such a relief operation within the framework of a humanitarian cessation of hostilities. Within such context, the SPLM-N would be ready to allow evacuation of government wounded combatants on the basis of a regionally and internationally monitored joint cessation of hostilities agreement.
All these steps, if activated, should prepare the way for confidence building measures on the basis of resolving issues of unfiltered humanitarian access, granting public freedoms, basic human rights, and stopping the war simultaneously and in lock-step, without excluding any member of the Sudan Call and other opposition forces from the political process and a dialogue of equals, especially the National Consensus Forces.

Lastly, we would like to assure our people that the political forces meeting currently in Addis Ababa would agree only to a deal that would meet and achieve their demands for change. This is the path we set for ourselves and it is what will achieve their aspirations.
