The Front for the Liberation of the Enclave of Cabinda (FLEC) announced on February 18th that it will be resuming insurgent activity in Cabinda province. The rebel group issued the communiqué amid claims that the Angolan government had failed to respond to numerous offers for a negotiated settlement to the insurgency. The FLEC leader, Nzita Tiago, confirmed the return to the war. The answer of the Angola's rulers has been to send 5,000 soldiers to Cabinda two days later.
Since 1963, FLEC has agitated for self-rule within Angola’s Cabinda enclave. In the course of its activity, the group has conducted armed raids and ambushes, small-scale terrorist acts and kidnappings. In one of the most significant incidents, a group of gunmen aligned with FLEC attacked the national football team of Togo in 2010, killing three people. Violence has been limited since that incident, but an uptick in activity should be expected following the recent announcement.
